Germany's real 'final solution', Emigration - New York Times, April 1939: "Reich Orders Out Jews It Released"

The New York Times on April 26, 1939 reported that "All German Jews who have been released from concentration camps on the condition that they emigrate, and their numbers are in the thousands, have been notified that they must leave the Reich within the next two months or face return to the camps" (Click image to enlarge)

The article goes on to explain that Jews in the work camps were paid decent wages "according to the regular wage scale", and generally treated well. And apparantly a great many Jews decided to remain in the camps instead of emigrate from Germany.
